Delaware Beach Builder Marnie Oursler Shines In Custom Home Industry

Marnie Custom Homes of Bethany Wins National Award

BETHANY BEACH — Years ago, Marnie Oursler moved down to Ocean View after college and started working as a realtor and other odd jobs to save up money and figure out her next step.

Instead, she built her own company, Marnie Custom Homes, which has built 140 houses to date and earned her the 2022 Custom Builder of the Year by the National Association of Home Builders. She was honored during the International Builders’ show in Las Vegas earlier this year.

“It’s pretty unbelievable,” Oursler told the Delaware Business Times. “I didn’t think it was something that we’d be recognized for on a national level. I feel like we were kind of the underdog because when I started I did feel like I was fighting my way through. Well, I guess people do notice you.”

Oursler is Delaware’s first builder honored with the award as well as the first woman.

“I’m just grateful to be doing this for a living,” she added. “I never thought 20 years ago when I started this that I’d be on a stage in Las Vegas for this award, thanking people. I’m definitely grateful.”

A Southern Maryland native, Oursler and her family spent their summer vacations at Delaware’s beaches. Her father was also a custom homebuilder and developer and would often drop her and her brother off at a new neighborhood where they would sweep out houses, build decks and form concrete.

When Oursler was 24, she decided to buy her first property – a tear-down house seven blocks from the beach – and flip and sell it. Then she repeated the process again and again.

“I couldn’t afford to hire a builder, and I was honestly surprised about how much I knew about the process,” she said. “I didn’t realize it growing up, but I was learning about new materials and maintaining a job site along the way. I was really surprised at how comfortable I was.”

After she flipped and sold her third house was when the neighbors started paying attention and wanting to hire her to build their dream homes. The timing to start her own company also wasn’t ideal. Marnie Custom Homes launched in September 2007, right ahead of the housing crisis. But through networking from her previous real estate career, she was able to land referral projects and shore up her brand.

Today, Marnie Custom Homes has 14 employees. She also hosted two television shows: DIY Network’s Big Beach Builds and HGTV’s 2018 Dream Home.

“It’s almost funny, because I didn’t really know the difference of the market at the time. But I did have a lot of questions at the time. How was I going to sustain this and do it for a living,” she said.

Oursler prefers to handle clients hands-on, starting first with their wish lists and then seeing what’s possible, especially in the living area ratios allowed by each municipality and flood zone requirements. Then it comes down to priorities and finances.

“A majority of our clients want the same things, like open showers. But in terms of how a family lives in a house, that’s where it becomes different,” she said. “We’ve had clients that we’ve dealt with for a number of years, so their family grows and we need to add more bedrooms. Or there was a wedding, so now you have to add more space.”

Since the COVID-19 pandemic, business boomed with people looking to escape the constant tedium of being indoors and renovating their houses. But Oursler said the pace is returning to normal: designing and building homes between Labor Day and Memorial Day, something she wants to keep doing for a long time.

“I don’t really want to do anything else. I love watching my team grow and get better, making sure our houses are creative. This is a lot of fun,” she said. “I always want to build new things, and for me, the current house I’m working on is my favorite.”

New Division of Public Health video shares ‘the Delaware advantage’ for medical professionals

Filmed interviews are latest part of statewide recruitment for healthcare providers

DOVER, DE – The state Division of Public Health (DPH) is continuing its recruitment push to attract more medical professionals to live and work in Delaware.

As part of that recruitment effort, DPH, in conjunction with the Middletown-based Epic Marketing Consultants Corporation, developed a recruitment video touting the benefits of being a healthcare professional in Delaware. The video features a number of healthcare professionals from across the state, including Lt. Gov. Bethany Hall-Long, MSN, PhD; Dr. Megan Werner, MD, MPH, FAAFP, Westside Family Healthcare; Karyl Rattay, MD, MS, former director of the Delaware Division of Public Health (DPH); and others.

“It is a home environment, and whether they choose a beach, a rural western area in our state, or if they choose to go to the inner city of Wilmington or in our state capital of Dover, there are a lot of opportunities in the seven health systems,” Lt. Gov. Hall-Long said as part of the recruitment video.

As Delaware’s population grows and becomes more diverse, healthcare providers are seeing an increase in demand for a range of services and assistance in various communities across the state. Delaware has a number of federally designated Health Professional Shortage Areas (HPSAs) and Medically Underserved Areas (MUAs) seeking highly qualified providers in the areas of family practice, pediatrics, internal medicine, gynecology/obstetrics, dentistry and psychiatry.

Medical professionals living in Delaware may also be eligible to receive financial benefits — such as National Health Service Corps (NHSC) and state loan repayment opportunities — that position them to get the best return on their investment and can help remunerate medical education expenses.

  • The Delaware State Loan Repayment Program (SLRP) provides educational debt relief to cover a portion of government and commercial loans incurred during one’s health profession education up to $50,000 annually.
  • The Delaware Health Care Provider Loan Repayment Program (HCPLRP) is a state-sponsored educational debt relief program for medical providers, awarding up to $50,000 annually to eligible healthcare professionals.
  • The National Health Service Corps (NHSC) provides practical experience to physicians around the country and offers financial incentives like the NHSC Loan Repayment Program and the NHSC Scholar Program, both offering tax-free funding for educational expenses.

Another opportunity for healthcare professionals considering Delaware is the Conrad State 30/J-1 Visa Waiver program, which allows foreign medical graduates who have been admitted to the United States for medical training to remain in Delaware. Up to 30 J-1 physicians per year are accepted into the waiver program in Delaware, where they serve in HPSAs and MUAs.

Each of Delaware’s three counties have major hospital systems with which to affiliate, and the state ranks first for hospital quality in the nation (“Best States Rankings,” U.S. News & World Report, 2019). The state is home to several leading hospitals and healthcare systems that offer state-of-the-art facilities and a range of specialties. These institutions provide healthcare providers with access to advanced technology and resources to deliver high-quality care.

The Delaware Department of Health and Social Services (DHSS) is also hoping to attract medical professionals to the area as both a great place to live and to work. As one of the most significant donations ever made to a U.S. children’s hospital, this generous gift helps propel Nemours Children’s ongoing efforts to improve both the outcome and the experience of care for children with cancer, sickle cell disease, and other blood disorders.

Wilmington, DE – Nemours Children’s Health announced today a $78 million donation from the Lisa Dean Moseley Foundation of Wilmington, Delaware to fund new and innovative research programs and to dramatically expand Nemours Children’s capacity to provide clinical care for children with cancer, sickle cell disease, and other blood disorders. The announcement was made in the unfinished, fifth-floor shell space at Nemours Children’s Hospital, Delaware that will now become a new inpatient unit to be known as the Lisa Dean Moseley Foundation Institute for Cancer and Blood Disorders at Nemours Children’s Health.

“I would like to express profound gratitude from all of Nemours to the Moseley Foundation for this generous gift to Delaware’s children. The new Moseley Foundation Institute will positively influence pediatric cancer and blood disorder care worldwide,” said Nemours Children’s Health President and CEO R. Lawrence Moss, MD. “Philanthropy of this magnitude allows us to transform our ability to improve the lives of children with cancer and blood disorders such as sickle cell disease. This gift will help us to provide better care and patient experience today, to conduct research that will improve tomorrow’s care, and to take concrete actions to ensure every child receives optimal care regardless of race or economic circumstances.”

The $78 million gift, payable over 10 years, will allow Nemours to further its existing world-class capabilities and services to support and improve the health of Delaware’s children, which is aligned with Alfred I. duPont’s philanthropic vision and the funding of the Alfred I. duPont Charitable Trust.

Every dollar of the $78 million donation will be used to make immediate and long-term impacts on pediatric cancer and blood disorder treatment and research. The new initiatives include:

  • Lisa Dean Moseley Foundation Institute for Cancer and Blood Disorders at Nemours Children’s Health: The state-of-the-art, family-oriented Moseley Foundation Institute will accommodate the growing number of children seeking Nemours’ care, together with their siblings and parents. Along with the addition of 48 inpatient beds, the new space will feature isolation areas to protect immunocompromised patients, a dedicated medication room, expanded comprehensive clinic and infusion room capacity, and supportive care services. The center will overlook the beautiful gardens of Nemours Estate, with extraordinary views and design that promotes healing and recovery.
  • Lisa Dean Moseley Foundation Presidential Endowed Chair for Institute Director: A Presidential Endowed Chair will be named to support the inaugural Moseley Foundation Institute director’s work in pediatric patient care, research and other high priority areas.
  • Lisa Dean Moseley Foundation Endowed Chair for Sickle Cell Disease: In 2021, Nemours received a $10.5 million National Institutes of Health (NIH) grant to support the Delaware Comprehensive Sickle Cell Research Program. The five-year award from the NIH Center of Biomedical Research Excellence (COBRE) supports clinical, translational, and psychosocial research in sickle cell disease. The Moseley Foundation Endowed Chair for Sickle Cell Disease will further this work by conducting and overseeing sickle cell disease research and clinical care. The chair will also focus on reducing disparities in access to care since this disease disproportionately impacts minority communities.
  • Lisa Dean Moseley Foundation Institute Endowed Laureate Program: The Moseley Foundation Institute will create an annual research goal Request for Proposals (RFP) focused on cancer and blood disorders research. A Scientific Review Board convened by the Moseley Foundation Institute will review these proposals, with a focus on engaging and funding leading global research teams from a variety of disciplines both inside and outside of traditional laboratory research.
  • Lisa Dean Moseley Foundation International Symposium: The symposium, to be held every other year, will showcase the Moseley Foundation Institute’s researchers’ accomplishments, and allow top international researchers and scholars to learn from and collaborate with one another to improve care.

“Progress in the care and outcomes for children with cancer and blood disorders has been dependent on innovative research,” said Edward Anders Kolb, MD, Director of the Lisa Dean Moseley Foundation Institute for Cancer and Blood Disorders at Nemours Children’s Health. “Nemours is committed to developing new treatment options to promote better outcomes for pediatric patients and their families. This momentous gift will allow Nemours to further improve our facility and bring together the best and brightest minds dedicated to this cause.”

Nemours Children’s Center for Cancer and Blood Disorders (NCCBD) is a leader in cancer and blood disorder care and has achieved many accolades since its inception 30 years ago, including, but not limited to:

  • Developing two fully accredited transplant and cellular therapy programs supporting children with cancer, sickle cell disease, and other blood disorders;
  • Securing the designation as a National Cancer Institute (NCI) Community Oncology Research Program, ranked second nationwide in enrolling children in NCI-funded trials;
  • Achieving a three-fold increase in the number of patients identified to have cancer predisposition syndrome by Nemours’ Cancer Genetics Program. This program provides fully integrated and advanced molecular diagnostics for children with a personal or family history of cancer.
  • Conducting active Nemours investigator-initiated research projects in sickle cell disease that focus on novel diagnostic tools, research approaches, and intervention strategies to mitigate the effects of racism and stigma on disease management.

Wilmington University School of Law Announces First Full-Time Faculty Members

WILMINGTON, Del. – The Wilmington University School of Law announced its esteemed, full-time faculty. Classes begin in August at the commencement of the Fall 2023 semester.

“Wilmington University School of Law Dean Phillip Closius and his staff have assembled an exceptional faculty who will utilize contemporary teaching methods that prepare diverse, future attorneys for the competitive field,” said Wilmington University President Dr. Laverne Harmon. “Like all of the University’s faculty and staff, these professionals are student-centered and dedicated to providing individual attention to students from all walks of life.”

  • Edson A. Bostic

    Edson A. Bostic is a seasoned litigator with many years of criminal and civil litigation experience. He has dedicated himself to zealously representing individuals charged with federal criminal offenses over the last 25 years. He is the former Chief Federal Defender for the U.S. District of Delaware (2006 to 2021) and the U.S. District of the United States Virgin Islands (2012-2014). As Chief Defender, Bostic oversaw the ligation of thousands of criminal cases during the trial, appellate, and habeas stages. He has defended complex and high–profile criminal cases, including the 2022 trial of a client charged with offenses stemming from the Jan. 6, 2021, Capitol insurrection and the nation’s first federal cyberstalking resulting in a death trial. He has tried over 35 jury and hundreds of non-jury cases, ranging from complex white-collar criminal cases to drug, RICO, and bribery matters. Prior, Bostic served for over a decade as a Senior Assistant Federal Defender with the Community Federal Defender Association of Philadelphia, including several years as the Managing Attorney for the Allentown Branch. Early in his career_, he was a staff attorney at the Defender Association of Philadelphia and the Broome County, New York Public Defender’s Office. Bostic was also a senior associate at Cozen O’Connor, representing several Fortune 500 companies and other entities in complex civil matters.

    Bostic has chaired and served as a member of Merit Selection Committees for the Appointment/Retention of Magistrate Judges in the District of Delaware and on the Merit Selection Committee for the Selection of Federal Defender for the District of the United States Virgin Islands. He served on the 2021 Judicial Nominating Commission to fill a judicial vacancy for the U.S. District Court for the District of Delaware. Bostic has also served as an adjunct professor and lecturer, teaching trial advocacy at Temple University, Rutgers-Camden, and Widener Law Schools. He has been a lecturer and presenter for the National Institute of Trial Attorneys (NITA). Also, Bostic has presented lectures and continuing legal education programs on various criminal law topics. On Feb. 19, 2014, the U.S. Court of Appeals for the Third Circuit, sitting en bane (on the bench), honored Bostic for his service, contributions, and dedication to the zealous representation of indigent defendants charged with federal crimes and his contribution to the administration of justice in the Circuit.   • Veronica J. Finkelstein

    Veronica J. Finkelstein combines the best of practice and teaching, devoting herself to developing the next generation of top advocates. She is both an experienced litigator and a skilled educator with diverse scholarly interests. Finkelstein currently works as an assistant U.S. Attorney with the U.S. Department of Justice in Philadelphia and will transition to a full-time teaching role at the Wilmington University School of Law in August of 2023. She served as the civil division training officer and paralegal supervisor for the Civil Division before being selected as senior litigation counsel. As an assistant U.S. attorney, Finkelstein handles various civil affirmative and defensive matters and criminal child exploitation cases. She has tried numerous civil cases to defense verdicts, including tort, employment law, and medical malpractice. She has also successfully litigated cases on appeal. In addition to this defensive work, Finkelstein investigates and prosecutes affirmative fraud claims, including qui tam actions. In 2014 she was awarded the Executive Office of United States Attorneys Director’s Award for Superior Performance as a Civil Assistant United States Attorney. Before joining the DOJ, Finkelstein clerked for the Honorable Jane Cutler Greenspan on the Pennsylvania Supreme Court. She previously worked as a construction litigator at Duane Morris, LLP and Cohen Seglias Pallas Greenhall & Furman, PC. A gifted teacher who regularly works with both lawyers and law students, Finkelstein has taught at the U.S. Department of Justice’s National Advocacy Center on ethics, appellate advocacy, legal writing, and trial practice. Finkelstein frequently serves as a program director for the National Institute for Trial Advocacy, where she teaches depositions, motion practice, and trial advocacy programs. She serves as adjunct faculty of law at Drexel Law, Emory Law, and Rutgers Law. She was awarded the Carl “Tobey” Oxholm III Outstanding Contribution to the Thomas R. Kline School of Law Community Award in 2021 and has been named Rutgers Law School Adjunct Professor of the Year every year from 2007 to the present. Finkelstein’ s scholarship is as diverse as her litigation and teaching experience. Her scholarship has addressed various topics, from civil procedure to constitutional law. She is the co-author of the Professional Responsibility textbook “Ethical Lawyering: A Guide for the Well-Intentioned,” which contextualizes the rules of professional conduct in realistic litigation settings. Finkelstein graduated, with honors, from the Emory University School of Law. She was a highly competitive member of Emory Law’s moot court society and was selected for the Order of the Barristers.

  • Michael Hornzell

    Michael Hornzell, a career educator excited to bring his passion for teaching to the Wilmington University School of Law, will teach Property and Legal Writing. Before transitioning to legal academia, Hornzell cultivated over a decade of experience as a wrestling coach for the University of Maryland Baltimore County and a tutor for a national standardized test prep company. In both roles, he received multiple awards for improving his students’ academic and athletic performance. Hornzell began his legal journey as a student at the University of Baltimore and after a successful first year, transferred to Harvard Law School, where he received his J.D. cum laude. While at Harvard, he was a supervising editor of the Journal on Legislation, a Harvard Law peer advisor and research assistant, and contributed to works published in the University of Chicago Law Review, the UC Davis Law Review, and the American University Law Review. Hornzell then clerked for the Honorable Joshua Wolson of the U.S. District Court for the Eastern District of Pennsylvania and the Honorable D. Michael Fisher of the U.S. Court of Appeals for the Third Circuit. In his spare time, Hornzell has volunteered as an academic tutor and coach for Beat the Streets Baltimore and the Courtyard Mentor Network in Philadelphia.

  • Alisa B. Klein

    Alisa B. Klein is a senior-level career appellate attorney at the U.S. Department of Justice (DOJ) in Washington, D.C. She will join the full-time faculty at Wilmington University Law School in August 2024, after leaving the DOJ. Klein began working for the DOJ’s Civil Division appellate staff in 1995, after clerkships with Justice Ruth Bader Ginsburg and Judge Louis H. Pollak. The principal work of her office is to defend, in the federal courts of appeals, the federal government’s laws, programs and policies. As a member of the office’s leadership team, Klein is responsible for her own work and for supervising dozens of other attorneys’ work. She also serves on the office’s hiring committee. Recent cases include the defense of the COVID-19 vaccine and mask mandates, the CDC’s eviction moratorium, FDA measures to curb the youth vaping epidemic, and key Patient Protection and Affordable Care Act provisions. Klein has argued over 100 cases inlederal appeals courts, briefed hundreds of appellate and Supreme Court cases, and supervised hundreds of briefs and oral arguments. She has coordinated teams of attorneys in complex matters, including dozens of challenges to the requirement that insurers cover contraceptives and many appeals from the civil judgment that the DOJ secured against major cigarette companies. Klein regularly mentors and trains new attorneys and interns and gives presentations to agencies and professional associations. She has been co-teaching a constitutional law seminar about federalism -the relationship between the federal government and the States – as an adjunct professor at Georgetown Law School since 1998 and is currently teaching a federalism seminar as a visiting professor of Political Science at Haverford College. Klein is a graduate of Harvard Law School.

  • Nicole Mozee

    Nicole Mozee advocates for civil liberties, civil rights, and social justice. She works as a Deputy Attorney General for the Delaware Department of Justice Division of Civil Rights and Public Trust to investigate and prosecute civil rights violations, incidents and crimes of bias and hate, public official misconduct, and law enforcement use-of­force cases. Mozee successfully prosecuted the Division’s first hate crime conviction and the state’s first-ever conviction of a sitting elected official. Before joining the Delaware DOJ, Mozee worked in government and policy, family law, and employment discrimination. She was associate legal counsel for Del. Gov. John Carney, a staff attorney at Delaware Volunteer Legal Services, and a labor enforcement officer for the Delaware Department of Labor Office of Anti-Discrimination. She is also an active member of the Delaware State Bar Association’s Multicultural Judges & Lawyer Section and the Rev. Dr. Martin Luther King. Jr’s Breakfast and Day of Service Executive Committee. Additionally, she has held leadership roles for the Delaware Barristers Association and the American Constitution Society of Delaware. With a fervent belief in community service, Mozee participates in outreach and advocacy efforts involving public policy, hate crimes education, fair housing, disability rights, employment discrimination, criminal justice reform, and voting rights. She has been recognized by many local and national organizations for her work, including the Delaware Business Times, which honored her as a “Top 40 Under 40 Professional” in 2019. Mozee looks forward to transitioning to a full-time teaching role at the Wilmington University School of Law. She is a graduate of the New York Law School.

  • Lawrence Ponoroff

    Lawrence Ponoroff is both a professor at Wilmington University and professor emeritus at Tulane University Law School. He also served as professor and dean at Michigan State University College of Law, where he successfully negotiated the agreement leading to the full integration of the College of Law with Michigan State. From 2009 to 2016, Ponoroff was the Samuel M. Fegtly Chair in Commercial Law at the University of Arizona James E. Rogers College of Law, where he was also dean. Additionally, Ponoroff served as the dean of Tulane Law School and held the Mitchell Franklin Professorship in Private and Commercial Law. Earlier in his career, Ponoroff was a partner with Holme Roberts & Owen (now Bryan Cave Leighton Paisner LLP), a Denver-based firm specializing in corporate and commercial litigation. He is the author or co-author of over 30 law review articles and essays and seven books focused on business and consumer bankruptcy, contracts, and commercial law. Ponoroff served by appointment of the Chief Justice of the United States on the Advisory Committee on Bankruptcy Rules to the U.S. Judicial Conference and the Bankruptcy Judges Education Committee of the Federal Judicial Center. From 1992 through 1994, he was a reporter to the Long-Range Planning Subcommittee of the Committee on the Administration of the Bankruptcy System of the Judicial Conference of the United States. Ponoroff is an elected member of the American Law Institute and a fellow of the American Bar Foundation. He has previously served on the board of governors of the Arizona State Bar and the Louisiana State Bar Association, the Board of Directors of the American Board of Certification, the Louisiana Supreme Court Historical Society, and the Advisory Board of the American Bankruptcy Institute Law Review. In 2003, Ponoroff was elected as an American College of Bankruptcy Fellow. A graduate of Stanford Law School, Ponoroff has taught as a visitor at the University of Michigan Law School, Wayne State University Law School (Detroit), and as a faculty member at the University of Toledo College of Law, where for two years, he was associate dean for Academic Affairs. He earned student-voted teaching excellence awards from four law schools.

  • Alex J. Smalls

    Alex J. Smalls was appointed Chief Judge of the Court of Common Pleas in 1997 and was the first African American in Delaware to become a Chief Judge of a State Court. Early in his career, Smalls worked in the New Castle Law Department, the Wilmington City Solicitor Office and the Attorney General’s Office. In 1985, he returned to the City of Wilmington as the Commissioner of Licenses and Inspection, followed by an appointment to the position of Director of Public Safety for the City of Wilmington. After serving in this role for six years, he was appointed Associate Judge of the Municipal Court for the City of Wilmington in 1991. From there, he moved into the Chief Judge of the Court of Common Pleas position. In addition, he served on the Governor’s Justice Reinvestment Task Force, the Delaware Racial Justice Improvement Project Task Force, and the Delaware Criminal Justice Council. Previously, Smalls was chairman of the Community Legal Society, on the Board of Directors of the Layton Home, and on the Board of Trustees for both St. Edmond’s Academy for Boys and Ezion-Mount Carmel United Methodist Church. In a story for Delaware Public Media upon his retirement from the Court in 2021, Delaware Supreme Court Chief Justice Collins J. Seitz Jr. said that Smalls “led one of the State’s busiest courts with great distinction. Litigants and attorneys who appeared before him, and his judicial colleagues, know the Chief Judge as a humble, caring, and compassionate man. We thank him for his service to the citizens of the First State.” Smalls is a graduate of the Rutgers University School of Law.

  • Patricia Wise

    Patricia Wise is a nationally known employment law practitioner. She has been interviewed by NPR, quoted in the Wall Street Journal and The Economist, and has contributed to publications from San Francisco to Atlanta. Wise has testified before a Congressional subcommittee, the U.S. Equal Employment Opportunity Commission (EEOC), and the California State Legislature. Wise was appointed by former EEOC Chair Jenny Yang to its Select Task Force on Workplace Harassment and is a past member of the Society for Human Resource Management (SHRM) Labor Relations Special Expertise Panel, which she co-chaired in 2014-2015. She has trained thousands in civil rights and employment law, including state banking associations throughout the country, and has been a part-time professor for the University of Toledo College of Law for 20 years. Wise is a member of the Graduate School of Banking at the University of Wisconsin in Madison faculty. She has published books on harassment and retaliation, most recently the third edition of her book, “Understanding and Preventing Workplace Retaliation,” published by the Thompson Publishing Group. Wise previously served as in-house counsel to a multi-billion-dollar bank holding company and was appointed as special counsel by the Ohio Attorney General from 2003-2007. She is certified by the Ohio State Bar Association as a labor and employment law specialist and represents diverse clients of all sizes and industries. In 2014, the Ohio Supreme Court appointed Wise as a member of the Board of Professional Conduct, where she served for nine years, including two as chair. For over 10 years, she has held Martindale-Hubbell’ s AV Preeminent rating, the highest possible rating in both legal ability and ethical standards. Wise is a College of Labor and Employment Lawyers member and a certified Title IX investigator. Wise is a graduate of The University of Toledo College of Law.

DHHS grants ChristianaCare $2.4M for health care workforce improvements

WILMINGTON — ChristianaCare has been awarded a $2.4 million grant to expand Delaware’s health care workforce and ultimately improve access to care throughout the First State.

Awarded through the U.S. Department of Health and Human Services and administered through the Delaware Academy of Medicine/Delaware Public Health Association (Academy/DPHA), the grant will help ChristianaCare’s Institute for Learning, Leadership and Development (iLEAD) expand and enhance medical education in Delaware and grow and strengthen the state’s multidisciplinary health care workforce.

As an academic health system with more than 300 residents and fellows, and as the Delaware Branch Campus for Sidney Kimmel Medical College at Thomas Jefferson University and the Philadelphia College of Osteopathic Medicine, ChristianaCare already has a robust education infrastructure that supports Delaware’s health care workforce and helps to attract and retain talented health care professionals from across the country.

DHHS grants ChristianaCare funding that will help to expand those efforts, including in Kent and Sussex counties, and in underserved areas in the city of Wilmington, where there is a need for more primary care and behavioral health providers, medical assistants and other important health care roles.

“To provide care that is truly of the highest quality, we need doctors in Delaware who have the confidence and specialized training to see patients with a wide variety of issues,” Dr. Tabassum Salam, chief learning officer at ChristianaCare, said in a statement. “In addition to doctors, we need more advanced practice clinicians, such as nurse practitioners and physician assistants. Just as important, we want to foster the development of all members of health care teams, including medical assistants and aides.”

Initially, the DHHS grant to ChristianaCare will fund new training slots for psychiatrists, psychologists and advanced practice clinicians who specialize in primary care. The money also will expand training for medical assistants in order to increase the number of those professionals statewide.

“The COVID-19 pandemic highlighted shortages and vulnerabilities,” said Tim Gibbs, executive director of the Academy/DPHA. “Fortunately, we now have the opportunity to leverage these funds to address opportunities and build sustainable programs to eliminate those problems. ChristianaCare is uniquely positioned and qualified to undertake this work as we consider the rapid expansion of existing programs, the existing teaching workforce to support growth, and, after every dollar of our grant is invested, the financial capacity to sustain programming long into the future. In addition, the willingness of ChristianaCare to collaborate with partner institutions in Kent and Sussex counties on behalf of the wellbeing of every Delawarean is a value we hold high.”

The funding comes from the American Rescue Plan Act of 2021, also known as the COVID-19 Stimulus Package, that President Joe Biden signed into law to speed up the nation’s recovery from the economic and health effects of the COVID-19 pandemic. This award directly addresses health care access as a social determinant of health, connecting people to care, building trust within communities and facilitating communication between patients and health care providers.
